This Design-Build project deployed an advanced adaptive traffic signal system along US 27 in FDOT District 1.
Project Overview The purpose of this project was to improve traffic flow and efficiency along US 27 through the implementation of an adaptive traffic signal system. The system operates via a cloud-based, software-as-a-service (SaaS) platform, enabling secure, encrypted communication between field elements and the cloud. By analyzing real-time traffic signal data, the system dynamically adjusts signal timings to optimize traffic progression and reduce congestion.
Project Leadership and Scope
Our team members served as the Design Project Manager and Engineer of Record for this initiative. The project included system integration, infrastructure upgrades, and personnel training to support long-term system operation and maintenance.
Design Features and Innovations
Our team led the design and implementation, which included:
Deployment of an adaptive traffic signal system with real-time, cloud-based adjustments
Installation of fiber optic cable to ensure robust communication infrastructure
Upgrades to existing traffic signal controllers to enhance system responsiveness
Improvements to vehicle detection systems at all intersections for accurate traffic data collection
Coordination and Analysis
An Integration Plan was developed to guide the installation and integration of software and hardware components. This plan ensured a seamless process from initial installation through rigorous testing and final acceptance. Comprehensive training was provided to FDOT and Highlands County personnel on system operation, troubleshooting, and maintenance.

This adaptive signal system significantly improves traffic efficiency by reducing delays and optimizing signal timings in real time. With an intuitive graphical user interface, FDOT and Highlands County traffic engineers can monitor and manage the system effectively, ensuring sustained operational benefits for commuters and local traffic.
