This project involved the development and deployment of a Transit Signal Priority (TSP) system in FDOT District 5 to improve bus travel efficiency and reduce delays for LYNX buses operating behind schedule.
Project Overview
The purpose of this project was to enhance transit operations by dynamically adjusting traffic signal timings to prioritize buses that were running late. This system aimed to reduce delays, improve schedule adherence, and support more reliable public transportation services across the region.
Project Leadership and Scope
Members of TRIUNE’s team developed the Request for Proposal (RFP) and conducted the Systems Engineering Analysis for this initiative, providing owner’s representation services for FDOT District 5. Their role included detailed planning, systems analysis, and coordination with key stakeholders.
Design Features and Innovations
The project included several innovative approaches and tools, such as:
Development of custom Python software to analyze LYNX bus automated vehicle location (AVL) data, identifying intersections with the highest signal-related delays for targeted TSP implementation
Creation of critical planning documents, including:
Project Systems Engineering Management Plan: Defined system management and integration processes
Concept of Operations: Outlined user needs and system functionality
Requirements Traceability Verification Matrix: Tracked system requirements to ensure alignment with project goals
Coordination and Analysis
Extensive coordination with FDOT, Orange County, and Osceola County ensured that the system was tailored to local transit needs. The RFP included comprehensive system requirements, testing protocols, and training specifications to guide TSP implementation and prepare personnel for its operation.

By leveraging data-driven analysis and advanced planning, this project effectively identified high-priority intersections for TSP deployment. The system is expected to reduce delays and improve on-time performance for LYNX buses, supporting more efficient and reliable transit services across FDOT District 5.
